Skinner's assertion that environmental factors have more of an impact on learning than free will ignores the concept of motivation and personal preference. An individual's life experience can impact how exactly they will respond to the same stimuli; not everyone's response is the same. Furthermore, on separate occasions even the same individual could have different responses to the same stimuli.

This is true, no two people are alike. Each individual will definitely learn in a different way!
Two people can be placed in the same environment with same stimuli and react differently. One may argue that that is still because of environmental influences however, a person can choose to react differently than they previously have. They can be aware of their previous responses and consciously change their response.
