One of the examples of educational evaluation is a diagnostic test. Diagnostic Test is usally implemented before the class or before the school year starts. It provides us an idea of what to do and how to do in your lesson based on its responses and results. However, if the implementor of the diagnostic test does not know about what happened previously in their class, the result of the diagnostic test will possibly be negated.
I think a diagnostic test is useful no matter who is administering it if the purpose is to see what students know and what they need to learn. Even if a teacher is a poor teacher the previous school year, the diagnostic test could reveal the skills that were not taught and so a plan to cover those missing skills can be made.
