Abstract

The paper demonstrates how the public can participate in design of an Information Systems to fulfill political stakeholder requirements by employing the empowerment-effects in an effects-driven system development process. The effects-driven IT development research project aims at developing methods for IT-development projects allowing end-users to engage in collaboration with system implementers on more equal terms. This is achieved as a common goal or measurable effects become the driving motivation in the system design and implementation.
