Abstract

Information and Communication Technology (ICT) plays an important role in human life. In the context of digital-based learning, teachers and students are required to use ICT tools to boost the teaching-learning process. However, teachers and students have diverse ICT behaviors and competencies, which present a challenge in achieving balanced learning and teaching goals. Cultural values and digital access are important factors that shape individual ICT behavior. This research examines the cultural dimensions and technological agencies that play a role in the creation of ICT behaviors and competencies in teachers and students in Minahasa as a part of Indonesia. This research was conducted qualitatively through observation and in-depth interviews to obtain data on the interactions between humans and ICTs. These observations and in-depth interviews were conducted with several informants in Minahasa. From the technography aspect, human cultures and technological agencies shape the ICT behavior in a lot of people. The thematic analysis showed that the Minahasa people have a prestigious culture called “biar kalah nasi asal jangan kalah aksi” [so you could lose the rice as long as you don’t lose the action] that is worthy of emulation as a foundation for digital behavior in the context of everyday social relations and learning in schools. The technography aspect also showed the existence of a new form of ICT consumption, attitudes of individuality, and social inequality through the adoption of ICT.
