Abstract

Educational change in pre-university education, primary, and secondary schools has been the focus of numerous reforms undertaken in post-war Kosovo. They were initially dependent on external, international support and sometimes driven by power centers and political elites, which often affected the performance of the main decision-makers in this change process. Throughout this period of transition and statehood, the main challenge within the educational leadership community in Kosovo was the commitment to continuously enhance and improve the education system. A qualitative approach using semi-structured interviews with the main education stakeholders was applied. This approach provided an authentic response to research questions, highlighting the main challenges in reforming the system and leading change. This study aimed to elaborate, analyze, and identify challenges toward the improvement in educational leadership in pre-university education institutions, as well as make recommendations for possible solutions. As a result, we identified obstacles and provided recommendations to overcome challenges.
