Abstract

The rapid change and development in the world and Turkey, the changes through the process of localization and reorganization made the “classical planning” approaches deficient in solving the problems in area management. The congested an inoperative approach that doesn’t work in the practice stage should leave the place to a modern, flexible and dichotomous panning approach that enables the possibilities to solve the problems in short and long term. In this context, the definition and planning approach that can be named as “Special Protect Areas, Package Project Areas or Action Planning Areas” in which the relationship and the feedback between the bottom and top scales can be established. Today, urban design is restricted with the definite, fixed and sometimes detailed decisions that the city plans predict. As a result of these decisions or with an incomplete, independent urban design states the problem of not evaluating the environmental effects of the designed region in all over the planning process. In order to solve the urban and environmental problems, and get the operation and applicability of the plans, special project area or priority project areas, package project areas should be set in urban areas in the top scaled planning process guiding, flexible, staged and dichotomous decisions that will be the bases of the scale of urban design and these decisions should be transferred to practice plans and urban designed scales. In Turkey, the stable and hard planning approaches which are not dynamic and sustainable are not in the quality to correspond the necessities of today and solving the problems. So, in this study the problem and solutions will be put forward in this context.
