Abstract

How can in-service and pre-service teachers become active agents of the reforms so desperately needed in this time of unprecedented change? What does it mean to learn within the context of an education that is multicultural? and lastly, How can we apply ”top-down” reform to impact upon, what ultimately must be, “bottom-up”change? These are the confounding, yet critical issues this paper will address.
