Abstract
Concerning information technologies, one of the most controversial topics is the Digital Divide. Some argue that this divide will actually increase over time, given that those who have access to information technologies (ITs) can advance faster in its utilization than those who do not have access. Some others believe that it is possible to do something to reduce the Digital Divide. This paper presents a proposal to reduce the gap based on government actions in the state of Michoacán, Mexico.
