Abstract

Decison makers are persuaded more by citizens and other stakeholders who strategically use performance measurement and research to make their case for changes in public policy. Knowledge management requires a close connection between the researcher, the data manager and presenter, and the decision maker. Actual measures of inputs, outputs, efficency, outputs, and productivity in housing and transportation will be explored and evaluated. Finally, how a consensus on key measures can be developed among the most important stakeholders will be explored.
