Abstract
This paper will describe the process of a group of literacy professionals overcoming personal philosophical differences to develop a test that reflects the specific areas of knowledge and application required by the legislature, and revamping curriculum to ensure that pre-service teachers have the opportunity to acquire that knowledge.
