Abstract

Today’s public administrations confront uncertainty, staff shortages, and perpetual changes. This research proposes a management model for research funding programs, inspired by the world of software development. This aims to maximize the satisfaction of all stakeholders by managing available resources away from bureaucracy and dehumanization of work as effectively as possible. The authors invited practitioners to engage in a reflection on their practices and become partners in the co-construction of new knowledge on the management of research programs. This study led to the development of a model made by and for practitioners, which promoted their adherence. The participation of experts from the academic community contributed to the finalization of the model. Few research projects are conducted on agile management in public service. The knowledge gained from an empirical study on this subject will improve the general understanding of the application of agile thinking to the public service environment.
