Abstract

Innovatively and technically outstanding solutions to present information and subject matters are often considered to stand for the quality of e-learning environments. They are supposed to enable users to deduce their own objectives and interests independently. In case of a holistic quality management not only a good technology and precise subject matters are of importance, but also the consideration of different target groups, framework conditions, acceptance, competency enhancement etc. In the context of education, e-learning can only display its potential in the field of education entirely, if the question regarding a concept for qualitatively high-class e-learning can be answered. In this article, a 360-degree evaluation model for e-learning measures is developed. This is done on the basis of the total quality management approach and of 360-degree feedback as well as in consideration of different evaluation methods for educational measures. The developed model considers the three phases of an educational measure (planning, implementation and assessment), the multi-level models by Kirkpatrick, Schenkel and Wiepcke as well as the different stakeholders of an e-learning measure, as, for example, teachers, learners, superiors and colleagues. The outcome is a holistic model, which assign appropriate evaluation methods to the phases, levels, and stakeholders of an e-learning measure.
