Seymour (Sy) Goodman is Regents’ Professor, Professor of International Affairs Computing, and History at Georgia Tech. Prof. Goodman is a lifetime National Affiliate of the National Academies of Science, Engineering, and Medicine. He has more than 150 publications, has served on many academic and government, advisory, study, and editorial committees, and has pursued his interests on all seven continents and about 100 countries. He held earlier appointments at the Universities of Virginia, Chicago, and Arizona, and Princeton and Stanford Universities. Prof. Goodman was an undergraduate at Columbia University, and earned his Ph.D. from the California Institute of Technology. One of his primary interests is the study of the role of technology in the determining the conduct and outcomes of major conflicts. The proposed paper stems from that interest.
