Explored the enabling environment for addressing social exclusion, poverty, inequality and ensuring protection. Closely examined the way cash transfer beneficiaries (widow’s and single women, mothers of children under five, endangered indigenous people, elderly, and the disabled) perceive the government’s transfers and their own sense of citizenship.
