The Hegemonic Waiting Room

For most of its modern history, Canada has operated from a position I call the Hegemonic Waiting Room.

The logic of the Waiting Room is this: the United States sets the terms; Canada negotiates within them; and when those terms become uncomfortable, Canada waits for Washington to return to reason. This is not weakness — it was, for decades, a rational strategy. The American hegemon, for all its imperfections, offered genuine stability. Its leadership rested not only on military and economic power but on something more durable: moral authority. The rules-based international order was American in origin, but others accepted it because it offered real benefits and embodied, however imperfectly, values they could share.

That era is over.

What has replaced it is not another hegemon. It is something structurally different — a dominant power without moral leadership. A power that maintains its position not through persuasion and institutional legitimacy but through tariffs, threats, and coercion. A power that treats its closest ally’s sovereignty as a negotiating chip and calls it strategy.

Canada cannot negotiate its way out of this. It cannot wait its way out. The Waiting Room has closed.

What the Carney Government Is Doing — And What It Is Missing

Since taking office, the Carney government has moved with unusual speed and ambition. The Canada-UAE partnership attracted significant Gulf sovereign wealth directly into Canadian critical minerals, energy, and AI infrastructure. The January 2026 visit to Beijing — the first by a Canadian Prime Minister in eight years — produced a strategic partnership spanning clean energy, agriculture, trade, and cultural exchange, with a target of increasing Canadian exports to China by 50% by 2030. The Australia-Canada-India Technology and Innovation Partnership is building a new axis of critical minerals, green energy, and supply chain resilience. Canada has committed to producing 50 million tonnes of LNG annually for Asian markets by 2030 — destined for Asia, not the United States.

These moves are strategically coherent. They share an underlying logic that is more than diversification, more than crisis management, more than the improvised response to American coercion that much of the commentary assumes.

But they lack something essential: a framework that names what they are, explains why they belong together, identifies the gaps, and guides the next moves.

Strategies without frameworks are vulnerable. They can be reversed by the next government. They cannot be communicated to allies. They cannot be defended against critics. And they cannot be extended, because no one knows what principle is being extended.

I have written that framework. I call it the BYPASS Doctrine.

The BYPASS Doctrine: What It Is

The concept originates with the late Thai political scientist Chai-Anan Samudavanija, one of Southeast Asia’s most distinguished scholars. In his 1997 essay ‘Old soldiers never die, they are just bypassed,’ he observed that entrenched military elites in Thailand were not being defeated in direct confrontation — they were being rendered irrelevant. Globalisation was routing around them. Power flowed through new circuits; the old gatekeepers were simply no longer necessary junctions.

I worked directly with Chai-Anan in 2004, when Thailand convened 25 eminent experts from around the world to map the future of Mekong River communities over a century. He chaired that convening; I served as observer and adviser. It was in the years that followed that I encountered his BYPASS concept and recognised it as containing something larger than its original context.

The transformation I proposed — first presented at the 50th Anniversary Conference of C.L.R. James’s Beyond a Boundary in Glasgow — is this: BYPASS can be something a state chooses, not merely something it suffers. It can be a doctrine, not just an outcome.

In its simplest form:

When a dominant partner becomes structurally coercive or unreliable, a middle power’s rational response is not confrontation or decoupling but the deliberate construction of alternative pathways — economic, physical, diplomatic, and discursive — that reduce dependency without requiring rupture. The bypassed power is not expelled. It simply ceases to be the necessary junction through which all flows must pass.

The doctrine operates across four dimensions. I will name them here. The mechanisms — the specific sequencing, the decision logic, the applied diagnostic — are available through formal engagement.

Economic BYPASS: building direct capital flows and trade relationships that do not require American financial intermediation. The UAE and China partnerships are early expressions of this.

Physical BYPASS: constructing independent infrastructure — ports, LNG terminals, digital corridors, Arctic routes — that do not route through American continental geography. The commitment to Pacific-facing LNG is this. The Georgetown-Vancouver corridor — connecting Guyana’s energy wealth to Canada’s Pacific ports and onward to Asian markets — is the most ambitious and least theorised expression of this dimension.

Diplomatic BYPASS: building plurilateral coalitions and governance frameworks that do not require American convening authority. The Australia-Canada-India partnership is this. The Canada-China multilateralism declaration is this.

Discursive BYPASS: the most original dimension, and the one most immediately within any government’s power to act on. It means deliberately reorienting Canada’s strategic vocabulary away from the United States as the default reference point — what the postcolonial theorist Dipesh Chakrabarty calls ‘provincialising.’ Not anti-Americanism. The cognitive prerequisite for sovereignty.

What Canada Is Missing

The BYPASS framework, applied to Canada’s current positioning, identifies three specific structural vulnerabilities that standard policy models do not capture. I will name two of them here.

The Georgetown-Vancouver axis — the physical corridor connecting the Caribbean basin’s resource wealth to Canada’s Pacific infrastructure and Asian markets — has no dedicated policy framework, no ministerial champion, and no integration into the Indo-Pacific Strategy. It is Canada’s most powerful Physical BYPASS opportunity, and it is currently invisible in official policy.

Canada has no Discursive BYPASS strategy. While Prime Minister Carney’s language of ‘economic sovereignty’ gestures toward reorientation, there is no systematic programme for retraining Canada’s policy vocabulary away from US-centric reference points. This is the lowest-cost, highest-leverage intervention available — and it requires no capital expenditure, only deliberate communications discipline.

The third vulnerability is available in the full framework.

A Framework for the Moment

Canada is not the first middle power to face this situation. India did not confront the England-Australia axis of world cricket. It built around it — expanding the game to over a hundred nations, creating new commercial formats, shifting the centre of gravity from Lord’s to Mumbai — until one day the old gatekeepers looked up and found that the world had moved on without them.

That is BYPASS at the sectoral level. What Canada needs now is BYPASS at the level of the state.

The roads are being built. The question is whether they are being built deliberately — with a map, a doctrine, and a clear sense of destination — or stumbled into, one deal at a time, without the framework that gives them coherence and staying power.

The old soldiers, in Chai-Anan’s telling, never died — they were simply bypassed. Canada is not waiting to be bypassed by history. It is choosing, with increasing confidence, to do the bypassing.
