ql-align-justify">Linguistic proficiency is a key component of learner differences in literacy education, especially for

multilingual or English language learners (ELLs). These students bring rich

cultural backgrounds and home languages, as well as varying degrees of English

proficiency. Even though they have important advantages like bilingualism and

community-based literacy, access to academic reading, writing, speaking, and

listening assignments may be impacted by differences in language exposure.

Recognizing this means seeing ELLs as competent contributors whose strengths

enhance learning when given the right support, rather than through a

perspective that focuses only on what students lack. Therefore, to

Develop English skills equitably, and effective literacy strategies must be built on

students' prior knowledge while offering clear scaffolds.

Five evidence-based suggestions

that specifically address these variations in elementary settings are

identified by research from the Institute of Education Sciences (IES) in 2007.

First, teachers should use English-language tests of phonological processing,

letter knowledge, word reading, and text fluency to screen students for reading

difficulties and track their progress. Even when oral English is still

developing, these tools can accurately predict future performance and assist in

identifying students who require additional support. Frequent formative

assessments enable teachers to make quick instructional adjustments for

students who are at risk.

Second, ELLs who have been

identified as being at risk benefit greatly from intensive small-group reading

interventions. The five fundamental reading components, phonological awareness,

phonics, fluency, vocabulary, and comprehension are specifically taught in

groups of three to six students for 30 to 50 minutes each day. Strong

improvements in word reading and comprehension have been shown by programs like

Enhanced Proactive Reading and Read Well, and these improvements frequently

last over time. Impact is maximized through fast-paced, interactive delivery

with instant feedback and homogeneous skill grouping (Gersten et al., 2007)

Third, vocabulary instruction needs

to be comprehensive and varied throughout the school day. In order to provide

students with definitions, examples, and non-examples, as well as repeated

meaningful use in reading, writing, speaking, and listening, teachers choose

key content words and common academic phrases. ELLs can close vocabulary gaps

that otherwise impede comprehension by limiting new words to eight to ten per

week with built-in review. Consistency is supported by district-wide word lists

derived from key texts and subject areas.

Fourth, starting in the primary

grades, academic English development becomes a purposeful instructional

priority. This includes paying close attention to discourse structures,

morphology, syntax, and decontextualized language in discussions and textbooks.

When combined with core reading and content instruction, daily English language

development blocks provide students with the skills they need to excel in

challenging academic assignments.

Fifth, structured pair work where

students of varying skill levels practice and extend skills together is made

possible by regular peer-assisted learning opportunities, which are scheduled

for roughly ninety minutes per week. Activities that encourage oral language

use and offer low-stress practice with academic content include partner

reading, retelling, and summarizing.

These strategies are strengthened

by complementary practices from WIDA and Colorin Colorado. To help students

recognize themselves in literature, teachers use culturally sensitive texts and

activate prior knowledge. Sentence frames, graphic organizers, visual

scaffolds, and translanguaging techniques use home languages as tools rather

than obstacles. Speaking, Writing, Interacting, Reading, and Listening (SWIRL)

multimodal activities further differentiate instruction for different levels of

proficiency. Real-time adjustments are guided by informal evaluations like exit

slips or thumbs-up checks.

ELLs acquire confidence and a sense

of belonging in addition to literacy proficiency when teachers carefully apply

these strategies and continue to work together. As a result, all students in

the classroom benefit from linguistic diversity, which helps them develop into

critical, attentive readers and communicators.
