The logic is this: when individuals cannot reach socially prescribed goals through legitimate means, they experience tension. One of the ways that tension gets resolved — not always, but with meaningful frequency — is through deviance.

Crime, in this framework, is no longer a moral failure. It becomes a structural pressure response.

Urban Inequality: The Ground Is Always Uneven

Modern cities are the most vivid theatres of inequality on earth. In the same city — sometimes the same district — two worlds coexist in almost complete disconnection:

One with access to opportunity, institutional safety nets, and social capital. The other locked into informal economies, low-quality education, and spatially stigmatised space.

In Merton's terms: both worlds have internalised the same cultural goals. The difference lies in access to the means.

When that gap narrows — crime declines. When that gap widens — crime becomes a structural exit route.

The "Floating Population" and the City's Moral Geography

Urban crime literature returns again and again to a familiar motif: migrant, displaced, and spatially concentrated populations linked to crime.

This association is, in most cases, a moral panic — not a finding.

Migration does not produce crime on its own. But when migration produces spatial concentration combined with institutional exclusion and social invisibility, what Chicago School theorists called "social disorganisation" begins to take shape.

What Shaw and McKay observed in 1930s Chicago can be read today in Istanbul's, Ankara's, and Izmir's transformation neighbourhoods: certain places — regardless of which ethnic or demographic group inhabits them — consistently produce elevated crime rates.

The problem is not the people. The problem is the structural disadvantage coded into the space itself.

How Urbanisation Dissolves Traditional Norms

Rapid urbanisation is not only a physical transformation. It is a process of social unravelling.

In rural or traditional community structures, norms are transmitted across generations, informal social control operates, and deviance is noticed and responded to relatively quickly. Rapid urbanisation weakens each of these mechanisms:

Family networks fragment. Neighbourhood bonds loosen. Shared norms become ambiguous. Informal social control collapses.

This vacuum is supposed to be filled by institutions — education, social services, the justice system. But institutions typically arrive late, arrive in the wrong place, or never arrive at all.

Vacuums demand filling. What sometimes fills them is what cultural criminology calls a "culture of violence" — a system of informal norms: street codes, gang hierarchies, honour economies.

These are not pathologies. They are adaptive cultural responses to structural absence.

The Silent Scream: Making Social Disorganisation Visible

When urban crime data is examined, two things typically happen: it is either treated as a security management problem or ignored entirely.

Both approaches render the structural causes of social disorganisation invisible.
