In my journey as an educator at Itbud Integrated School, the theoretical shift from didactic to reflexive pedagogy—what our module calls the "Science of Coming-to-Know"—has become my daily reality. This transition is especially urgent as I work to support my deaf student. In our current "Interesting Times," the traditional model of "transmission" often leaves behind those who perceive the world differently. I’ve realized that my role is less about delivering facts and more about being a "designer of learning." This is where the Art and Science of Teaching truly meet: it is a science to understand how a deaf learner’s brain processes visual information, but it is an art to "fit" my curriculum so that they aren't just a bystander, but an active participant in our Learning Community.

However, when I look at contemporary policy, I see a disconnect between high-level rhetoric and classroom reality. For instance, the Philippine 2026 National Budget recently allocated a record-breaking P1.015 trillion to the Department of Education, with President Marcos Jr. stating that this "historic" funding will sustain momentum in "job creation" and "digitalization." While the Quality Basic Education Development Plan (Q-BEDP) 2025-2035 sets a social objective of producing "empowered graduates fit for employment," the substance of this rhetoric remains largely institutional and infrastructure-heavy. It speaks of "classrooms" and "laptops," yet for my student, a laptop is only useful if the pedagogy behind it is multimodal. There is a lack of focus on the Social Identity of learners who exist outside the "standard" norm.

To prepare my student for real-world life, I must look beyond these political objectives of "efficiency" and focus on Transformational Pedagogy. As Marc Marschark notes in How Deaf Children Learn, effective education for deaf students requires recognizing their distinct cognitive patterns as visual learners. By integrating Multimodal Pedagogy—using high-fidelity visual media and digital tools as primary languages rather than secondary aids—I am helping my student develop the self-advocacy and literacy needed for a world that isn't always built for them. While the government focuses on the "what" of education through its billion-peso budgets, I am focusing on the "how," ensuring that "New Learning" at Itbud Integrated School is truly inclusive of every voice, whether spoken or signed.
