New Release 0.9.38

This is a bug fix release. There were two issues fixed. 1) Rubrics that had a "." character in any criterion name would cause reviews that used those rubrics not able to be saved. 2) When a rubric criterion was edited, if the name was changed, the criterion was duplicated when saved.
