Reflection: Why do we evaluate in education?

As our lectures highlighted, evaluation is an "inherently valuing practice." We don't evaluate just to check boxes or justify budgets; we do it because education is an intervention intended to improve the quality of people’s lives. To do it effectively, we must move past "simplistic documentation" and embrace Dynamic Tensions. This means acknowledging that a principal, a teacher, and a student in Ozamiz might all have different—yet legitimate—definitions of "success." Effective evaluation doesn't ignore these differences; it uses them to create a "relational fabric" that supports real learning.

Proposed Evaluation Outline: Digital Literacy Readiness

I propose an evaluation of a Digital Literacy & Online Readiness Program for Senior High School students at Sanctuary Christian Academy.

1. Purpose & Values (VEE Approach)

Primary Value: Equity of Experience. I want to ensure that students with limited internet access at home are not just "accessing" the program but are having a "meaningful experience" comparable to their peers.
Goal: To move from a "pilot stage" (checking if the software works) to an "efficacy stage" (checking if it actually improves critical thinking).

2. Stakeholders

Decision Makers: School Board (Focus: Cost-effectiveness and ROI).
Program Staff: Teachers (Focus: Ease of integration into the current curriculum).
Beneficiaries: Students and Parents (Focus: Readiness for college and the workplace).

3. Key Evaluation Questions

Technical: How consistent is the platform's performance across different devices used by students?
Social: How well does the program "show up" in the daily lives of students who help with household chores or family businesses after school?
Judgement: Is the increase in digital skill worth the potential "screen fatigue" reported by students?

4. Methodology & Evaluator Role

Mixed Methods: Use quantitative data (quiz scores) and qualitative data (student focus groups).
Role: I would act as an Insider-Facilitator. While I have a stake in its success, my goal is to adopt a "stance of listening" to identify the "muddiest points" for our students.

Analysis: Strengths & Weaknesses

Strength (Utility): By involving parents as stakeholders, the evaluation gains "local credibility" and ensures the program is supported at home.
Weakness (Feasibility): As noted in our lectures, "evaluators don't work for free" and funding is often low. Conducting deep focus groups while maintaining a full teaching load creates a significant Dynamic Tension of time.
