Educational evaluation is more than a technical exercise—it is a social practice that enables educators, administrators, policymakers, and communities to understand whether education programs achieve their intended outcomes. Beyond measuring student performance, evaluation promotes evidence-based improvements, accountability, and continuous development in teaching and learning (Cuyag, Silvestre, & Tandog, 2024).

A prime example of educational evaluation in the Philippines is the National Achievement Test (NAT). Administered by the Department of Education (DepEd) to students in Grades 3, 6, 10, and 12, the NAT assesses proficiency in Mathematics, Science, English, Filipino, and Araling Panlipunan. Its purpose is to identify students’ academic strengths and weaknesses and monitor overall educational quality, without functioning as a pass/fail requirement (DepEd, 2017). As an evaluand, the NAT encompasses student performance, curriculum alignment, and instructional practices. Its stakeholders include students, teachers, school administrators, parents, and policymakers, all of whom rely on its results to inform teaching strategies and policy decisions.

Research on the NAT highlights several strengths. First, it is policy-oriented, aligning with DepEd Order No. 29, s. 2017, providing clear guidelines for assessment and accountability (DepEd, 2017). Second, it functions as an accountability tool, producing measurable indicators of student learning outcomes. Third, NAT data support evaluation for learning, allowing schools to identify areas for instructional improvement. Finally, its standardized design ensures technical reliability, transparency, and comparability across regions (Tan & Silvestre, 2023).

However, the NAT evaluation also presents limitations. Its reliance on secondary data reduces first-hand classroom insights (Cuyag et al., 2024). Subject-specific outcomes are not deeply analyzed, limiting nuanced understanding of student learning in particular disciplines. Additionally, while recommendations are practical, they are often generalized, requiring adaptation at the local school level. Finally, the cross-sectional nature of the NAT limits its ability to track long-term growth or curriculum impact.

Recent stakeholder critiques further highlight challenges. The Alliance of Concerned Teachers (ACT) urged the government to make the NAT more useful for reforming Philippine education, emphasizing that results should not merely rank schools but guide systemic improvement. ACT pointed out that without honest interpretation and actionable follow-up, NAT data risk becoming a technical exercise with limited impact. They also stressed the need for sufficient funding and teacher support to translate assessment findings into meaningful educational reforms (Manila Bulletin, 2023). This perspective underscores the importance of responsive, participatory evaluation that engages stakeholders and links technical data to practical action.

Building on these insights, a proposed evaluation could examine the broader effectiveness of junior high school curricula across subjects:

Purpose: Assess how curricula foster critical thinking, problem-solving, collaboration, and literacy.

Quantitative: Standardized tests, classroom assessments

Recommendations for curriculum adjustment, teacher training, and assessment alignment

In conclusion, the NAT illustrates both the promise and challenges of educational evaluation in the Philippines. By combining technical rigor, stakeholder engagement, and ethical values, the NAT can inform instruction and policy, but only if results are actively used for improvement. A thoughtfully designed follow-up evaluation that incorporates both quantitative and qualitative methods can extend the NAT’s impact, helping Filipino students develop the knowledge and skills necessary for the 21st century (Behiga, 2022; Tan & Silvestre, 2023; Manila Bulletin, 2023).
