PRRM has set a mission of enabling local communities for self-governance, management of habitat, and influencing public policy initially through the four-fold approach of education, livelihood, health, and self-government that became the five-fold approach with the addition of community-based natural resource management (CB-NRM). Educators, who are frequently Freirean-trained local volunteers, begin by identifying "generative themes" from the lives of participants, such as economic inequality, environmental degradation, or land rights disputes. Through role-playing, group discussions, and easy writing exercises, learners decode words and phrases associated with these themes, such as "exploitation."

Contextual empowerment is one of PRRM's critical literacy pedagogy's strong points since it fosters long-term agency by relating literacy to regional concerns like indigenous rights in the Cordilleras. Additionally, it is inclusive and sustainable, fostering cultural sensitivity and incorporating regional languages and customs to improve social cohesion and retention. Finally, the holistic impact fosters leadership and critical thinking abilities, enabling marginalized groups like women and indigenous people to tackle systemic issues. On the other hand, weaknesses include resource dependency, where success relies on skilled facilitators and stable funding, which can be scarce in conflict-prone areas like Mindanao, leading to inconsistent implementation and disruptions from political violence or corruption.

Functional literacy pedagogy focuses on equipping learners with practical reading, writing, and, increasingly, computing skills needed to navigate, analyze, and produce diverse texts for real-world purposes and academic success. Which is exemplified by the Department of Education’s Alternative Learning System (ALS).

In terms of similarities, both pedagogies prioritize learner-centered methods, using local contexts and group activities to make education accessible. For example, ALS modules include real-life scenarios, such as reading job ads, similar to PRRM's generative themes, and both aim to reduce illiteracy in underserved areas like rural Philippines. They also emphasize community involvement and short-term, flexible programs to accommodate adults' schedules, fostering engagement and practical application.

The difference is functional literacy is task-oriented, focusing on immediate utility like filling forms or understanding instructions, measured by skill tests. Critical literacies delve into ideological analysis, questioning inequalities like why poverty persists, aiming for transformative change rather than adaptation. Also the goals and outcomes: functional literacy seeks employability and basic functioning, with success tied to certifications, while critical literacy pursues collective empowerment and potentially leads to social movements. Basically, functional literacy provides quick, practical tools for daily life in the Philippines; critical literacies like PRRM offer deeper empowerment but face greater implementation hurdles in a diverse society.
