Given how deeply perceptions about strands influence student motivation and teacher expectations, how might policy and practice shift to make all pathways equally empowering rather than hierarchical?

A relevant contemporary example is the Philippine Department of Education’s K to 12 Senior High School Policy and related rhetoric by education officials promoting both academic and technical‑vocational tracks as equally valuable. In 2018, then‑DepEd Secretary Leonor Briones stated, “All SHS tracks are designed to be of equal academic rigor and value; none is less than the other” (DepEd Philippines, 2018). This public rhetoric aims to set a social objective of equal respect and opportunity for all learners regardless of strand choice, aligning with goals of inclusive, authentic learning.

However, the substance of this policy rhetoric often falls short in practice due to entrenched societal and school‑level biases. While the statement affirms value across strands, research has documented persistent stigma attached to TVL tracks, influencing resource allocation, teacher expertise, and student confidence (Caballes & Sarmiento, 2021). This gap between policy language and day‑to‑day experience shows that rhetoric alone is not enough; meaningful implementation requires cultural shifts, teacher training, and equitable support structures.

Authentic learning demands that educational goals reflect lived realities, not just idealized policy statements. When language claims all tracks are equal but learners and teachers still operate in a hierarchy of perceived worth, the authenticity of those goals is undermined. Given this disconnect between policy rhetoric and classroom realities, what practical steps could schools take to ensure that all strands genuinely offer equitable opportunities for deep, contextualized learning?
