Context: The government has pledged to "break the class ceiling" and posits education as the primary engine for social mobility.
Key Quote: "Education is how we build a better future, not just for each of us as individuals, but for all of us together... Opportunity not just for some of our children, but for all of our children."
The Social Objective: The text explicitly sets the objective of education as Social Mobility. It frames the school system as a mechanism to equalize life chances, implying that if we remove barriers (like cost or access), the outcome will be a fair, meritocratic society.

Commentary on the Substance: From a New Learning perspective, this text is fascinating for what it assumes but does not say.

The Substance (What is there): The rhetoric relies heavily on Human Capital Theory and Meritocracy. It assumes that the primary social function of education is to equip individuals to "climb the ladder" of economic success. The "substance" here is the promise of access—ensuring that a working-class child has the same input (breakfast clubs, good teachers) as a wealthy child.
The Lack of Substance (The Critique): What is missing is a critique of the "ladder" itself. This is a classic example of education as Social Reproduction disguised as progress. By focusing entirely on "opportunity" (access to the current system), the rhetoric ignores the structural reality that the economy cannot provide high-status jobs for everyone, regardless of how well-educated they are. It avoids the "Transformative" question: Should education only prepare us to compete in the existing economy, or should it prepare us to reshape the economy into something more equitable?

Conclusion: While the social objective of "opportunity for all" is morally appealing, it risks being substantively empty if it doesn't address the "credential inflation" that occurs when everyone achieves high grades but there are limited jobs. It treats the symptoms of inequality (access) without addressing the cause (structural hierarchy).
