Professor Chan is currently professor in sociology and Director of the Asia Pacific Institute of Ageing Studies, Department of Politics and Sociology, Lingnan University, HONG KONG. He also chairs the Campus Development Committee, which promotes and supports students’ involvement in local communities and is directing the service learning projects for students. In his own capacity he sits on many government advisory bodies including being the Vice-chair for the Elderly Commission, the Chair of Ethics Committee of Council on Reproductive Technology and being members of the Residential Care Homes (Elderly Persons) Appeal Board and of the Administrative Appeals Committee..
Professor Chan spent his school years until Form Six in Hong Kong. He left for London in 1974 and obtained his qualification in psychiatric nursing in 1978. He went on to study a combined degree in sociology and social work, and to do at the same time a certificate in criminology at University of London. Upon graduation he took up a job as a community health education officer in Edinburgh, working mainly with ethnic minority groups, women, and elderly’s health and social care issues. He was given a scholarship by the Scottish Government to do a master in advanced social work studies at the University of Edinburgh in 1983, and in the same year he was appointed Justice of the Peace for Edinburgh for his dedicated involvements in the community. He also obtained his Ph.D. from Surrey University in UK, the thesis was a pioneered attempt in providing a cognitive-behavioural explanation for elderly depression among the Chinese in Hong Kong.
Professor Chan has published in health and social care issues, particularly in gerontology and community programme evaluations. His recent work includes ageing and long term care policies in the Asia and Pacific, health and social care instrument development, quality of life, healthy ageing campaigns, intergeneration solidarity and public service consumer satisfaction surveys. He is also a member of the Hong Kong WHOQOL(Elderly) study team, and an expert consultant to UN Economic and Social Commission for Asia Pacific (UN ESCAP) on ageing and social development issues.
