...MoreBackground: ‘Right to Know’ appears new interpretation that positively gives right of Information Applicant to people restricted as the status of the negative information receiver, and apparatus for realizing by the institution is FOIA. This paper is in a series of trial to research how ‘Right to Know’ is to be reflected in real life as a fundamental right of people with name called Freedom of Information Act (FOIA following ) that carry out for 8 years since it has been enforced and what limitation being appeared is in this process.
