Abstract
Colombia has an insurance-based public-private healthcare system and, although the official data states that 95% of the population has coverage, research has shown the persistence of systematic barriers in the access to services. The purpose of this study consists on analyzing the concepts of accessibility and availability of health services and developing two instruments for the assessment of accessibility with information taken from primary sources. A mixed qualitative and quantitative study carried out between 2014 and 2017, in three phases: literature review, instrument design and validation with experts and through pilot experiments. The measurement tools designed to assess health services accessibility in Colombia allows different agents from institutional, social and academic areas to monitor the progress achieved in guaranteeing the right to healthcare, declared in the Statutory Law of 2016.
