Abstract
Since 2003, Brazil and Mozambique, developed a partnership never seen before. Under the scope of Brazil’s “solidarity diplomacy”, several of the social policies that worked for Brazil’s development were transferred to Mozambique. Although the intentions were good, between Brazil’s lack of experience and Mozambique’s social and economic context, the challenges were underestimated. This paper objective is to serve as a showcase to point out, which of those projects worked and the ones that did not. Emerging with some valuable criticism and recommendations for future international bilateral projects in health policies.
