Strategizing for the Informal City: The Case of the Peripheries of Rome

Abstract

Since the mid-70s, the Municipality of Rome has started a difficult process of urban recovery of the peripheral areas characterized by widespread of illegal building. The Municipality tried to bring them to the “formal” boundaries of the city by implementing an executive plan to guarantee the residents decent living conditions while providing them with basic services. The “former illegal buildings units to be recovered” identified in the current Master Plan of Rome are 71 toponomi occupying a surface of 1,914ha and hosting a population of 58,462 people. The purpose of the plan is to renovate existing buildings while providing the adequate space for services, “mend” the various areas connecting them with the surrounding and allow the construction of the missing urbanization facilities activating small industries and local crafts to create new job opportunities. This paper focuses on the recovery of these areas through a participative process giving a set of strategies valuable for the preparation of the recovery plan of the remaining neighbourhoods. Also, it aims to tackle the importance of those areas in the making of the urban tissue of Rome taking advantage of the additional residential units that can be provided. Furthermore, this paper discusses the project developed on the area of Finocchio, and then analyses and studies the district performing a survey on the building and the urban levels. Finally, after a cross comparison, a strategy for the urban regeneration is developed subsequently to the identification of problems and critical issues and the specification of action tools
