Commercial Construction Ethical Decision Making
John R. Weber
Paper Presentation in a Themed Session
This paper explores and promotes the effective use of case studies to teach ethical decision making to construction management (CM) students. The importance of ethical decision making in commercial construction and leadership is presented emphasizing critical societal and economic impacts of industry. Quantitative and qualitative findings from a 2021 instructor survey of American Council of Construction Educators (ACCE) are presented based on themes found in literature. Authentic case studies are discussed along with important topical research that could benefit society. Future research pertaining to CM including non-rational factors and personal relationships in decision making, unique pressures and an “everybody does it” attitude, systemic ethical transgressions, whistleblowing, and instructor views on their program’s ethical decision-making content are identified. CM instruction developing student awareness of consequences of their individual decisions through the use of authentic case studies could contribute to both industry and society.

The Profile of Buildings on the Powerline Right-of-way in Asaba Metropolis, Nigeria
Vivian Akunna Olerum
Paper Presentation in a Themed Session
This research uses geospatial analysis, remotely sensed data, and social survey method to assess the profile of buildings on the powerline right-of-way in Asaba Metropolis, Nigeria. The Global Positioning System (GPS) was used to obtain the coordinates of each structure holding the powerlines. These coordinates were imported into ArcGIS environment, and the route of lining of the medium voltage (11- and 33-kV) powerline in the study area were produced. Furthermore, the powerline right-of-way, obtained by buffering the powerline with 11m distance as stipulated by NESIS Regulation were overlaid on the digitized buildings of the study area. The result of this analysis show that 3% of the buildings in the study area encroached into the powerline right-of-way. The factors responsible for building on the powerline right-of-way obtained by means of social survey showed that: 49% were indigenes of the study area, 29%, 12% and 10% erected the structures because of the quest for more money, the accessibility of the area and ignorance of the powerline hazards respectively. We conclude therefore that, as the built-up areas continue to expand, there will be a corresponding increase in the rate of encroachment of buildings into the powerline rights-of-way and detrimental impacts on the encroachers. Based on this, the following recommendations were made: the produced baseline map which elucidated the properties at the powerline right-of-way should serve as a tool for urban planning and electricity distribution company guidance. Also, regular public sensitization; demolition of encroached buildings, and relocation of the encroachers is recommended.

Geometric Morphometric Analysis of Freshwater Fish Body Shape Variation Across an Altitudinal Gradient in the Zat Watershed (Morocco)
Abdelilah Ahnich
Paper Presentation in a Themed Session
The phenotypic flexibility and adaptability of freshwater fish can lead to morphological and structural changes in response to variations in their environment. The study of these responses is of paramount importance in understanding the vulnerability of these species to environmental perturbations, whether of natural or anthropogenic origin. In this research, we used an altitudinal gradient as an indicator of environmental variations and examined its impact on fish morphology. We chose barbels, which occupy four different geographical stations, as biogeographical samples. We explored correlations between several variables using biological, ecological, morphological, and environmental analyses. Analyses of water quality revealed its improvement upstream, favoring the isolation of Luciobarbus callensis reveling its adaptation to high altitudes, while downstream, the disappearance of Luciobarbus magniatlantis highlighted the sensitivity of these populations to variations in environmental quality. Ait Ourir barbels showed a reduction in the distance between their dorsal and pectoral fins as they moved upstream, while Tamgounnssi barbels showed an increased eye diameter and maximum body depth. In contrast, upstream barbel from Mriouate and Zerouane showed higher values for eye diameter, with Mriouate showing a longer pre-orbital distance and Zerouane a shorter pre-orbital distance. These observations suggest potential adaptations of fish to different environmental conditions along the altitudinal gradient, in response to thermal and hydrological variations. Other morphometric and functional characteristics were also influenced by selective environmental factors. These results highlight the sensitivity of barbel to climate change, paving the way for future studies in the field of ecological conservation.

The Value of Interdisciplinary Theories in Understanding Heritage-based Development Initiatives
Ifeloju Olusanya
Paper Presentation in a Themed Session
Heritage has become a recognized partner in the development agenda of developed countries. Nevertheless, this is not the case in many developing countries in Africa. The concept of heritage and its usage is often multidisciplinary. Because of the subjectivity of heritage, there is no one-size-fits-all theory to adequately explore how to utilize heritage from the social and economic development standpoint. In particular, heritage conservation theories fall short of doing justice to heritage-based developmental initiatives because their scope is limited to stylistic exploration or action-oriented approaches. By developing a conceptual framework based on the integration of Parson's structural functionalism theory and Porter's competitive advantage, this study explores the historic environment as an ecosystem wherein different components function to ensure the whole system is functional and efficient. In this sense, a heritage town (system) consists of several factors, stakeholders, and resources necessary to achieve sustainable development while protecting and enhancing the dominant and repressed value chain. This study explored the concept of heritage development in the Badagry area of Lagos State by interviewing residents, business owners, and heritage experts, conducting field observations, and focus group sessions. This study's relevance pertains to its contributions regarding how heritage and related initiatives are imagined and undertaken. Findings suggest three core areas of consideration in theory building and practical application: redefining and identifying what heritage means beyond established conventions, understanding the need for factoring ignored heritage sectors, and factoring the interconnectedness between heritage value, community participation, capacity building, and heritage planning in achieving sustainable development.

Neo-liberal Planning in Practice - Use Value or Exchange Value?
Maqsood Rezayee
Paper Presentation in a Themed Session
The changes in urban planning under the money of neoliberalism have had an important impact on planning. From the post-Marxian point of view, the profound impact of changes in planning policies under neoliberalism is the main inherent contradiction of capitalism: exchange value replaces use value. The main aim of housing provision in capitalist societies is to obtain exchange value rather than to provide use value. Due to the dominant role of exchange value in the housing provision, access to affordable housing for an increasing segment of the population has become more difficult. In this research, I attempt to demonstrate that the preeminent role of exchange value in Auckland's housing provision is the main cause of housing affordability issues. In doing so, I have drawn on the post-Marxian approach and utilised insights from David Harvey's theory of use and exchange value. By adopting a discursive interpretation of Harvey’s ‘theory of use and exchange value,’ this study demonstrated that the shift to neoliberal planning policies and the subsequent reforms in housing policy perpetuated the housing affordability issue in Auckland. This study found that under neoliberal planning policies, exchange value maximisation has become the primary objective of housing provision in Auckland. This exchange value consideration, the speculative nature of housing construction, and the focus on generating surplus value have contributed to the increasing unaffordability of housing in Auckland.

Multicriteria Assessment of End-of-Life Options for Precast Concrete Buildings
Chukwumaobi Ibe
Paper Presentation in a Themed Session
Efficient precast concrete building end-of-life (EOL) management is crucial to sustainable construction. The decisions made during the EOL phase have significant implications for resource utilization, environmental sustainability, and the circular economy. This study presents a comprehensive multicriteria analysis (MCA) framework that aims to assist stakeholders in making informed decisions regarding precast concrete building EOL options. The framework considers various criteria that span economic, environmental, and social dimensions, including cost-effectiveness, environmental impact, resource recovery potential, regulatory compliance, and societal acceptance. It provides a structured approach for evaluating different EOL options, such as demolition, deconstruction, and adaptive reuse. One key aspect highlighted in this research is the role of digital technologies, such as Building Information Modelling (BIM) and image-based 3D modelling, in enhancing decision-making during the EOL phase. These technologies enable a deeper understanding of building components and their potential for repurposing or recycling. To develop this framework, a comprehensive literature review was conducted, and practical case studies were analysed. The research elucidates the complexities and trade-offs associated with precast concrete building EOL decisions. It sheds light on the interplay between diverse criteria and the evolving construction industry landscape, providing a holistic perspective for sustainable EOL strategies. The outcomes of this research contribute to informed decision-making processes that align with sustainability goals and promote responsible resource management in the construction industry. The MCA framework serves as a valuable tool for stakeholders, including architects, engineers, contractors, and policymakers, who are seeking to make judicious choices in the EOL phase of precast concrete buildings.

Engaged Body, Bewildered Eyes
Hongfei Li
Paper Presentation in a Themed Session
In The Ecological Approach to Visual Perception, James Gibson argues that we see the world not just through our eyes but with the eyes in the head on the body moving on the ground. We “see” the world through a body fully engaged with the world. Gibson’s view aligns with embodied cognition in cognitive science and Merleau-Ponty’s notion of the lived body in phenomenology. These perspectives expand the understanding of spatial experience — arguing that our perception of space is formed upon assumptions through bodily engagement with constantly changing contextual clues. In response to the unfolding and indeterminate nature of the perceptual process, designers of built environments can devise features that can effectively attend to our deep perceptual capabilities to keep us present and engaged in our experiences. This paper examines two design strategies often used in landscape designs: framing and sequence, to understand how they heighten our spatial experiences through our engaged body and bewildered eyes. Using Gibson’s ecological framework on perception, the study evaluates visitors’ experiences in two gardens: the Bloedel Reserve in the US and the Suzhou Lingering Garden in China. The analysis demonstrates that both gardens initiate dialogues between vision and motion by emphasizing their interdependences through framing and sequence, even though they differ in style and scale. By applying the theories of embodiment in phenomenology and cognitive science to landscape design practices, this paper establishes an analytical method that accounts for visitors’ perceptual experiences when examining landscape design strategies.

A(nti)social Design
Johann Sagan
Paper Presentation in a Themed Session
The term hostile design has been used for decades to describe any kind of design, environmental, spatial, object-oriented, visual, or otherwise, that works counter to the needs of a select group of users, or discourages a particular kind of use. It has origins in spatial logics of militarization, was expressed through the late 20th century in public housing design, and has reached a heightened phase within the continuing crises of late capitalism. What are the historical precedents for hostile design, how has it been mobilized in the recent past, and what might its future directions be? This paper critically examines the origins of the term, its contemporary use, examples of the practice, and how it is interrelated with the process of crime prevention through environmental design. Key to understanding hostile design is engaging with both the phenomenological and ontological aspects of experiencing hostile design. Two contradictory modes of thought underpin the practice, first, that the constructed environment can determine people’s activity, and that people will engage with space on their own terms. Hostile design in both architecture and design in general represent a reorientation of design’s values away from improving users lives and experiences and toward exclusivity, danger, and even violence. The increasing the language of the securitization of public space and the logic of exclusion has created a parallel track of values leads to an erosion of the value of public space and democracy.

Design of a Multi-sensor Building Occupancy System
Christina Higgins
Paper Presentation in a Themed Session
A bespoke multi-sensor building occupancy system was installed at Queensland University of Technology in Brisbane, Australia. The system was designed to localise occupants within a space and obtain information on the internal air quality. The World Health Organisation defines air pollution as the single biggest environmental threat to human health, with indoor air pollution a major concern. Presently people spend most of their time indoors and not enough is understood about how to improve indoor air quality. Ventilation can be an effective solution for removing pollutants, however its effectiveness depends greatly on environmental and architectural conditions. Knowledge of occupancy level and the distribution of pollutants indoors can facilitate effective ventilation design. A distributed occupancy and air quality sensing system was designed, which comprised infrared, CO2, temperature and relative humidity sensors and microphones. The system was installed in an office and measured during normal working hours. Data was collected over a period of several weeks and statistical analysis was conducted on the measurement data. The effectiveness of the system in classifying occupancy patterns was judged against a source of ground truth. Distributed CO2 sensing proved to be an effective, low-cost strategy for localising occupants within a room. Obtaining occupancy state by using voice activity detection algorithms on audio data presented several challenges, including privacy preservation, computing power required, and data storage. Several alterations and improvements are proposed for a subsequent sensing system to be installed in a UK location.
