Using Agile Approaches to Building Biosecurity Bubbles: Biosecurity and Environmentally Sustainable On Location Live and Filmed Entertainment

Abstract

“Return to Play” in professional sports, from EPL to Champions League to NBA, gave a new set of global best practices to televised global live sports, TV, and entertainment taking place in major cities and entertainment venues. Gaps existed however in the “on location” work needful for live, TV, documentary and filmed entertainment, where new buildings, structures, film sets need to be constructed in remote locations such as islands, forests and complex environments. These structures must now be Covid 19 “Bio Secure Bubbles” as well as environmentally sustainable, with minimal carbon footprints. Unfortunately, standards set by ISO (45005; 14001), global organizations (WHO, SAG AFTRA) still don’t cover proper safe guidance for building on location sets. This is a study which uses Project Management approach to enhancing Capability Maturity, as measured by models (“CMM”) applied to on location. Best practices for 4 Categories (Live, TV, Film, Documentary) across four potential on location scenarios (remote, rural, complex, “island”) are measured, and “Agile” project management efficiencies further modeled, relevant to on location production environments. Data analysis shows improvements offered by Agile tools, to quantifiably enhance entertainment organization’s compliance vision can be aligned with bio security and sustainable mission and goals. Capability Maturity Models can enhance calibration of Agile practices to create Best-in-class program design, tools and methodologies that proactively focus on risk and compliance requirements to fully integrated into TV, documentary, live and filmed entertainment production functions. Conclusions apply findings to making on location media productions Covid Safe, Bio Secure and Environmentally Sustainable.
