Performance Measure and Management in Environmental Systems: Comparative Analysis of the Czech Republic, Ghana, and Germany

Abstract

This research contributes to the growth of processes of performance management in the environmental sector. The aim of this study is to identify specific strategies on how to develop more vigorous performance management, processes and systems for better accountability and transparency in performance management in the environmental sector. This comprises the consideration of measures of processes, activities, delivery, outputs, outcomes, or new initiatives in performance measurement; analyzing policies, programs, problems and issues critically, and making relevant recommendations. These questions are answered in this research: 1. What is the difference in levels of performance in the environmental sectors of Czech Republic, Ghana, and Germany? 2. What are the factors accounting for the performance differential in these countries? The research is expected to contribute to the knowledge of practice within the environmental measure and management framework. This will provide the necessary effort required for the legal, administrative, and informational structures within various institutions of different countries which can positively affect the process of environmental performance measure and management. It is expected to provide a solid foundation for conducting additional comparative analysis research on the several aspects of public management.
