From the Governance Challenges to Environmental and Urban Diagnosis: A Temporal Assessment of Land Use and Occupation in the Metropolitan Region of Rio de Janeiro

Abstract

This study aims to highlight the systemic vision in environmental and urban planning as an integrative space-time approach, capable of providing socially inclusive, economically efficient and environmentally balanced urban development. To demonstrate the application of the systemic approach in planning, a study was carried out in the Metropolitan Region of Rio de Janeiro. The main challenges regarding metropolitan governance in integrated territorial planning and management were raised. An urban and environmental diagnosis was made of the cities that compose this region, in which the dispersion and density processes were analyzed on an urban scale between 2000 and 2018. From the mapping and elaboration of a georeferenced database, available results for the environmental inventory of the region are presented, providing subsidies for the discussion on the dynamics of occupation and territorial expansion and the identification of new vectors of urban spots. From the urban and environmental monitoring in recent years, qualitative analyzes have shown a low density urban dispersion in the urban scale and consequently a decrease in the environmental quality due to an occupation process that is absent from the monitoring and technical planning. The results show that the current model of urban sprawl in a dispersed and unplanned way is unsustainable due to the high costs of implementing infrastructure for adequate population service. It is also worth mentioning that the use of the computational tools of Data Geoprocessing contributes to the elaboration of diagnostics and prognostics very useful to the decision-making processes for an integrated urban management.
