Subsidizing Interdisciplinary Public Policies in Social Housing Programs : A Case Study in Vista Bela, Brazil

Abstract

Based on the systematization of data provided by the Londrina Youth’s Criminal Department - Paraná-Brazil in 2013 – it was observed that most of local youth dwells at the Perobinha District. In this district, under the Brazilian Federal Government Program PMCMV, one of the biggest social housing projects has been constructed with 2.712 units increasing its population to approximately 15.000 inhabitants. With the main objective of subsidizing public policies to reverse this social impact, actions based on the research-intervention-training perspective were systematized. In a first approach, we sought the formation of knowledge about the reality; secondly, we invested in the process of collective construction of possible solutions and lastly, resulted in the process of social learning with the participation of social agents, fostering social, cultural, ethical and political emancipation. Thus, this applied research, funded by PROEXT / MEC / SESU, was presented to the community through a ludic activity, with 400 participants. Based on their needs, educational workshops were designed to demonstrate the possibilities of access to college and professionalizing courses and to debate about present and future youth desires. Those actions were developed into an educational perspective. As such, vulnerable communities were not focused on as a crime problem but forwarding youth into social inclusion. The results will contribute to subsidized public policies of urban planning and social housing, considering the social impacts in vulnerable areas.
