Project Evaluation Operations and Problems within the Urban Regeneration Process: A Case Study of the Kayseri Metropolitan Area

Abstract

Kayseri is one of most populated cities of Turkey with a population of around 2,000 million living in around 16,900 km2. The population has been increasing as a result of mass immigration. Large illegal settlement areas emerged especially during the rural to urban migration period experienced in the Kayseri Metropolitan Area. Considering most of the population lives under earthquake risk and natural disaster, the urgency of urban regeneration (UR) projects will be better understood. Urban regeneration is an effective tool to make cities livable in social and environmental contexts. This paper, firstly, describes the legal base and organizational structure of the Sahabiye and Fatih UR projects carried out in the Kayseri Metropolitan Area. Then, it discusses the issues experienced in the projects. It is concluded with proposals in a modern and academic point of view both to solve the issues and to improve current projects.
