Abstract
The usage of information and communication technology (ICT) in the government sector is increasing day by day. In this regard, Governments all over the world are in pursuit of ICT-based solutions for facilitating good governance. In one way the government is investing a huge amount in ICT to automate governmental activities and in another way, there is no cooperation and coordination between the Ministries and other administrative bodies of government. Until and unless without integrating all the applications by the government, it is difficult to deliver the best services to the citizen of any country. In a country like Nepal, we have recently moved to a new system of government i.e., the federal system. After the changes in the political system, we are now in the phase of implementation of three-tier governments. The digital divide and transformation drive society to enhance economic development through the means of ICT. In this regard, the interventions and adoptions of technology in government agencies and bodies help to disseminate the decisions made by the local level government to central governments. Based on this critical argument, I propose a theoretical and conceptual framework along with all necessary applications to make a government smart in the era of technological interventions. My claims are that after successful implementation and integration of the different e-government applications by the government, the Nation will be able to establish SMART and good governance.
