Laws to Govern Artificial Intelligence to Safeguard Humanity

Abstract

Currently, in most societies, laws govern the conduct of people but emerging technologies based on Artificial Intelligence (AI) makes it possible for some machines to become human-like, a fundamental premise is that if we “humans” tend to violate some laws and we create AI based machine to mimic our behavior, then when these machines violate any laws, consequently: who is guilty? the machine that acted improperly or the human entities that created such machines? Also, to make matters worse, the large body of laws that regulate our behavior are not standardize across the globe, they may even vary within any given country, this presents a dilemma of creating AI based machines to mimic our perception of right and wrong. Most countries are not adequately prepared to regulate the behavior of AI based machines, this is due to the nature of how this technology is being implemented, mainly the reinforcement learning. This learning process allows AI models to learn from its past experiences and continuously improve itself. This research will review the current trends in laws regarding AI based machines that are making decisions affecting humans and propose a series of universal laws to prevent AI based machines from breaking any laws.
