Zero Routine Flaring 2030 Practice as Part of Fulfilling SDG Number 13: Climate Policies and the Role for Gas

Abstract

Flaring becomes one of the most significant contributor of CO2 emissions from oil and gas activities along with gas fuel and diesel consumption. However, for mature fields, flaring plays important roles to ensure a plant’s safety. Zero routine flaring is an initiative to zeroing flare gas from associated and solution gas with a very low pressure which enter flare header and burnt at the flare tip. Several options for this zero routine flaring would be injection, own use (as fuel gas), or monetized. By this initiative, flaring will focus on non-routine cases such as turn around, planned and unplanned shutdown, overpressure pop-up, and safety flaring (pilot and purging). The first step to achieve zero routine flaring is installing flowmeter to accurately calculate volume of associated and solution gas that enter flare header. The exact number of routine flaring and its uncertainties of the volume in daily basis need to be recorded and analyzed prior determining recovery system technology. The second step, engineering detail study for flare gas recovery system and utilization system. The third step is installing flare gas recovery system and flare gas utilization system. There are concerns about capital cost required to execute this plan, however as project engineers, we need to show internal and external stakeholders that return on investment (ROI) for this initiatives is positive in a long term since it can replace gas lift, add fuel gas, or even monetized by sell the gas to community in city gas line.
