Abstract

Science communication is the “blood circulation system” of science and technology and society, and it is the ladder of human social progress. In the age of the Internet, along with the promotion of 5G, big data, artificial intelligence as well as the improvement of science and technology and the citizen culture, science communication has gradually “stepped off the altar”. From PGC to UGC, more and more citizens joined the ranks of science and technology news communication as the creator and communicator. Everyone becomes a communicator, the pattern of human communication has undergone a major turn, and the ethical propositions of civic communication have emerged at the same time. From the evolution of the subjectivity of civic communication, in the philosophical retrospect of responsibility ethics, this article believes that the construction of civic communication’s responsibility ethics is the necessary academic governance to confirm the ideal communication; it is necessary to define the boundary and bottom line of the free dissemination of information, and to avoid the binary split between freedom of information and communication responsibility, which is the needs of social-national identity reshaping, and it is also an extension of the definition and regulation of the right of communication between natural persons and citizens. This issue has significant contemporary significance.
