Abstract
In April 2021, the Cuban government announced a series of policies to incentivize agricultural production. While these policies are part of long-term strategy to transform this vital sector of the Cuban economy, the measures announced during the April 2021 8th Congress of the Communist Party (PCC) are limited in scope and nature. This study argues that reforming Cuba’s economically important agricultural sector requires more profound, market-oriented focus.
