Challenges in the Implementation of the Social-Amelioration Program: Policy Evaluation

Abstract

This research has the potential basis for understanding and assessing the success or failure of participation and empowerment for the social amelioration program (SAP) of the government. However, to reinforce its domain, it will have to inculcate a different type of professional training and education to prepare public administrators to work with various institutions and individual actors across governance domains and sectoral boundaries specifically in administering different programs for the public. During the pandemic, the subsidies allowed marginalized social groups to afford necessities. The SAP intends to ameliorate the socioeconomic impact of pandemic-related policy actions. The Public Policy Approach is a systematic and scientific study of public policy. The main concern of the policy approach is the understanding and improvement of the public–policy-making system, that was used therein in the study as the basis. The SAP implementation has not gone without a hitch. Due to low funding and inadequate distribution infrastructure, many local government units (LGUs) have reported problems with the list of beneficiaries and dispensing cash support. Some have also criticized the speed with which the subsidies are dispersed and the uncertainty about who will get them and how much they will get. The problem confronting policy evaluation is the determination of the goals of the program. Overall policy planning and evaluation may reveal inconsistencies in public policy and force reconsideration of fundamental societal goals.
