Abstract
This paper discusses efforts for organisational change in a California 10,000 employee unionised government entity. Using innovative leadership models, strategic planning, and employee development, the management team sought to make their organisation more efficient and better performing. This was a long term strategic planning management effort to overcome government stagnation.
