Organizational Change and Cultural Change in a U.S. Government Agency

Abstract

While it is often agreed that the concept of organizational culture and organizational change are important organizational operational components, and that these significant variables can often determine the success of an organization; empirical research indicates that such change is often difficult, time consuming, and as a result, often fails. Consequently, when applying the concept of organizational culture and organizational change to a United States (U.S.) Federal Agency predicated on efficiency concepts embedded in bureaucracy theory, it may be understandable why such change is often labelled impossible. Furthermore, because the prevailing (biased) concept of government employees seem to reflect one of indolence, this makes the concept of positive/improved organizational culture and change much more daunting. However, regardless of the current polarized environment we live in, services to citizens, or perhaps increased services to citizens are needed at this time in society. Therefore, as a way to strategically guide change in organizations that provide services to citizens, this paper looks at the value of culture and the demand of change in a government federal agency grounded in the lens of strategic leadership. Strategically improving the organization, its culture, leadership, and organizational outcomes in the Office of the Chief Information Officer of a U.S. Government Agency consistently ranked low for years in the Best Place to Work Rank is examined. This study is predicated on a real case analysis of working with organizational leaders to promote positive organizational and cultural changes in strategically benchmarked areas to include organizational culture and effective leadership.
