Inclusion Policies for Students in Disability Status in the University Field: Appropriation of the National Public Policy of Disability and Social Inclusion

Abstract

The research raised the relationship between disability conditions and the policy of inclusion in the university context, the purpose was to identify that institutions appropriate the National Public Policy of Disability and Social Inclusion (PPDIS) emanated by the Ministry of Health and Social Protection to be executed with students in a disability condition. The review revealed an endless number of needs with training and communication expectations, which showed that the approach to the policy is not applied in practice. A correlational analysis was made to determine whether the variables are dependent on each other or not, applying descriptive statistics with the three main types of analysis such as univariate, bivariate and multivariate by simple probabilistic random sampling, made up of 591 actors from three institutions in 58 sites where the integration of students in disability status to inclusion policies was described and how is its execution from the university level. It was evidenced that the analyzed institutions do not appropriate and execute Social Inclusion Policies (PPDIS); the lack of training, communication and the actions carried out are far from the requirements that the student needs in conditions of disability for their training, besides that there is a lack of willingness to comply with the norm. Although there is an Inclusion Policy proposed from the PEI, it was shown that the actions executed are deficient. The institutions are committed, but there is still a lot of work to be done.
