Mashal e Gaash - An Initiative to Achieve 100% Literacy in a Rural District: Lighting the Way to Education and Empowerment

Abstract

A district of Jammu and Kashmir (India) District Ganderbal was studied. As per Census 2011, the literacy rate of District Ganderbal was 58.04% and the women literacy rate was below 50%. Further a survey conducted by the district administration in 2021 showed a percentage increase of only 3%. Despite the large number of efforts, the percentage increase in the overall literacy rate was very small, and the dropout rate in the schools was considerably high. Deep drilling in the data and extensive field survey showed that the problem was not with new learners (Age 6-18) where literacy was 97% but with elderly population. It was also discovered that children of illiterate parents did not enter school, or dropped out, traffic violations were high and also problems with applying for government welfare schemes. This paper reports on a major initiative involving local self government, on ground volunteers, non-government organizations and school children, which was planned by district administration to address this gap that is currently underway.
