Responsible Tourism Management in Cerro de la Silla: Give It a Whirl to the Hill Program

Abstract

Will a responsible tourism program represent an assertive initiative to contribute to the sustainable management and conservation of the Natural Monument? The El Cerro de la Silla Natural Monument was declared a Protected Natural Area on April 26, 1991, “for constituting a site with a unique and exceptional character, of aesthetic interest, historical or scientific value that is located in the state of Nuevo León, with the aim of preserving its natural beauty, regulating and rationalizing its use, in addition to containing a variety of wild flora and fauna, and vegetation” (2014). However, in our days, the social, demographic and environmental problems that exist in the world-recognized emblem of the City of Monterrey, N.L., have been obstacles to tourism development. The objective of this work is to present an alternative for responsible tourism to contribute to the solution of the problem. The design of the Give it a Whirl to the Hill Tourism Program arises from a program proposed by SEMARNAT and CONANP AND SECTUR (2014 & 2018), which has not been implemented. The expected result is that it is positioned as an attraction in which nature tourism and mountain tourism assertively converge, both for their conservation and for living-related experiences, following the behavioral guidelines determined by responsible tourism. Therefore, it is concluded that it is necessary for this study to be launched for the benefit of the Natural Monument, the community and incoming tourism.
