Efecto de la Implementación de las Políticas Públicas de Turismo en el Desarrollo de la Industria Turística en las Comunidades de Bahía Málaga de Buenaventura

Abstract

In Colombia, in order to determine the strategic lines that would allow managing improvements in quality levels in the provision of tourist services, a series of policies were established aimed at generating a culture of excellence in an articulation between public and private actors, such as strategy to position Colombia as a tourist destination. Taking into account that the changes generate a series of traumas in the endemic communities of the territories, within the adaptation process. The current work developed an investigative analysis with the purpose of measuring the impact and progress of public policies in the community of Bahía Málaga in the Buenaventura District. This research presents an analysis of the effects and impact generated by public tourism policy on the sustainable development of the inhabitants of the Bahía Málaga community, taking into account that it is an ancestral collective territory that for many years has been dedicated to tourist activity as a form of subsistence. In this sense, taking into account that the main objective of public policies is to generate responses to the needs of the people who make up a community, as well as diagnose the situation that tourism faces today. The results of the current research generated a tool to determine the impact of the development of public policies associated with the benefits and weaknesses of the policy compared to its implementation. It also measures the impact on the population regarding factors such as the protection of natural resources.
