Abstract
Using daily mortality and temperature data for each of the nine regions in England between 1 January 2005 and 31 December 2014, this paper assesses the effectiveness of Cold Weather Plans in England in reducing the mortality risk attributable to cold weather. It applies a novel econometric technique to generate a counterfactual when, as in this case, none is available. The main finding is that the plans were ineffective and, in some instances, counterproductive.
