Family Agriculture and Public Policy in Brazil: The Brazil Without Misery Program in Japonvar-MG

Abstract

The research consists of investigating the implementation and impact of public policy for family agriculture. The Japonvar society was privileged as the object of study in the period of 2014-2018, in the north of the State of Minas Gerais, aiming to verify the implementation, execution, and impact of public policy as to the improvement of the productivity of agricultural activities and the material conditions of life of farmers under the Brazil Without misery Program. The research took place in two stages: the first, analysis of eighty-one productive projects and eighty-one reports prepared by the Minas Gerais-EMATER / Minas Gerais Technical Assistance and Rural Extension Company. The main structured activities were poultry and pig farming with the majority of farmers joining the program applying financial and technical resources made available. In the second, field research was conducted with submission of questionnaires to farmers who structured the main activities, in order to analyze the implementation and impacts of the program three years after its implementation (2014-2018). Through the program the farmers promoted their agricultural activities improving their material conditions and reaffirming their agricultural traditions. The improvement of the conditions of facilities and increase of the number of animals contributed increase of production and improvements to food conditions, with production of surplus for commercialization, which contributed to increased income and profit in the family unit, making possible investment conditions in other activities with improvements in the family production unit as a whole, in addition to social appreciation of the family farmer.
