Escaping Water Insecurity: Household Responses to Hydro-climatic Changes in Northern Ghana

Abstract

The paper describes through multiple cases the mechanisms households deploy to escape water insecurity and why other households become water insecure. Responses presented characterises the range of multiple and differentiated explanatory factors that agro-pastoral households are saddled with. The overarching goal is to investigate the whether significant societal mechanisms that transcend individual household characteristics enable or constrain household capability from successfully responding to water insecurity. Household choices are enveloped in the institutions and fluid resources available to them. By highlighting how institutions and fluid resources enable and constrain household responses and resilience, the article generates debate that will resonate beyond academic cycles to policy implementation. The findings are essential for a better understanding of the climate-water-development nexus and thus facilitate better transmission from academia to policy implementation.
